The Teachers and Leaders Council monitors and makes recommendations regarding educator performance evaluations to ensure they are fair, timely, rigorous, and valid. Currently, 4 of the 16 members of the TLC are teachers, from Clark, Washoe, Mineral, and Carson City. SB78 would reduce the number of teachers on TLC to 1 of 9, watering down teacher voice, while also limiting geographic representation.
SB78 would also eliminate the Nevada State Teacher and Education Support Professional Recruitment and Retention Advisory Task Force, rolling its responsibilities into the Nevada Commission on Innovation, Excellence and Education Workforce Development. The current task force is comprised of teachers and education support professionals from across the state. AB78 would water down the focus on educator recruitment and retention, which is one of the most vexing issues facing Nevada. The new Commission on Innovation would have only one classroom teacher and would eliminate the voice of Education Support Professionals entirely. SB71 passed last session to add the voice of ESPs to this important work.
SB78 also proposes merging the Commission on Professional Standards in Education and the Statewide Council for the Coordination of the Regional Training Programs, giving all 9 appointments to the Governor. Currently, educator members of COPS and the RPDPs are nominated by organizations representing educators like NSEA. Eliminating this process further erodes educator voice. NSEA asks for your opposition to these provisions of SB78.
